FWIW, the steak restaurant (whose name escapes me) at the Main St. Station casino in downtown LV is really good and you'd have a hard time breaking past your budget number there. The service is excellent as well. It's very reasonably priced and has a nice atmosphere. I believe they have private rooms inside the train cars, too.
