Can somebody help decode this EF speak?

C/P LGLTY
PLANNED DPTR 1114. C/P LGLTY. FTWDP GAFFAR
PSGRS AND BAGS CLEAR B-FIS

This is from today`s AA 2198 MEX-MIA.

I`m guessing:

1) flight was delayed because captain (or co-pilot?) was illegal until around 11am

2) I have no idea what FTWDP means

3) GAFFAR could be the GA`s initials or a personal code?

4) final line is about pax and bags clearing FIS... was it entered by the departure GA at MEX or the arrival GA at MIA? It would seem to be the latter because a) MEX does not have US FIS pre-clearance; and b) it supports the theory that GAFFAR is some agent code (meaning that the final line was written afterwards by a different AAgent)

Any thoughts?
