It looks like they've done this everywhere they can. For example in CLT, they've done a pretty good job (and maybe this is the Airport Dept.'s work) of getting rid of the old gate counters on B and C (including the signage that used to be behind them), carpeting them and adding extra seating. You can't even tell (for the most part) that counters were even there. Perhaps PIT doesn't wish to go that far, especially considering that their gates seem set up for common use (like the ones at LAS or YYZ T3) and they could easily convert them to other carriers.
