Actually, there is a process where a connecting passenger without eligibility to enter the USA without a visa (that is, carrying a passport from a country from whom the US requires visas) can connect from one international flight to another... basically under escort through the entire connection. Example: a Brazilian citizen travelling from Brazil to Europe or Canada via ATL. All US international airports are basically in the same situation.
