Well they are on both counts.
To quote Clive Beddoe; "The travelers onboard today paid for tickets priced at $45 oil, oil is now at $60". He said that a couple of weeks ago and oil today is $65.
To quote Robert Milton from last week; "Fuel surcharges have only covered 1/3 of the increase in the cost of fuel".
