I figured out why the country of origin matters.
Here is instance. I queried NW2 from PUS to NRT as Japanese. As you see, there is an availability for V class.
- - Y Y Y Y Y N Y N Y(V) Y NW 0002 PUS 11:40 AM NRT 1:55 PM 0 757
However quering as Korean, there is no availability for V class.

They actually don't release V class at all for Korean even though they do it for Japanese.
I heard this before, however it was interesting to confirm with my eyes.
