For check-in, yes. For immigration or departure tax, no. There are two locations (maybe three) for paying the departure tax. One will generally have no line or a far lesser line than the other.

7.15 to 7.30 and you will certainly be ok if checking in at first or business, going to the departure tax booth location with the shorter line and not having a VAT rebate.

I've arrived at c. 8.15 and made it on c. 9.30 p.m. flights; however, on a few occassions the emigration line was too long and I felt I cut it too close at the time.
