There is a limited inventory of saver award tickets. If you don't have the miles to make immediate purchase, there is likely another person right behind you who has 20K to blow right now. The airline would gain nothing by allowing you to hold the reservation while making up the shortfall in miles.
UA used to hold them regularly for 30 days, and kick over ticketing extensions from time to time when asking nicely. Those days are gone AS also used to have decent ticketing deadlines. Although MVPG don't pay for changes (even after issuance), unfortunately my award tickets are always paper, and so any reissue always involves an airport visit these days.
