Here's the thing...legislative debates are not the law of the land. For better or for worse, decisions of the Supreme Court of the United States are. SCOTUS has held and reheld and reheld that an exception for exigent circumstances applies. Does this mean SCOTUS may have gone against the original legislative intent when making these rulings? Perhaps.
