My conjecture and supposition:

1) They've made up their mind, and it is yes.

2) They don't want to announce it until after the elections, because the Dem's are hitting the Republican's hard on being pro-corporate with all the Enron-esque fallout.

3) They can't say no, because this war with Iraq is going to be so hard on the airlines.

Additionally, the administration is entertaining shrinkage of the industry down to three or four major players, and betting the future of competition on Jet Blue, Southwest, and like operations.
