Question Airport concession fee recovery on flight arrivals?

I was wondering if anyone has had any experience with what Hertz (as well as others) call "Airport concession fee recovery on flight arrivals"

In booking a car through Hertz for Reno, they add an extra 11.54% for this fee.
If I make my reservation I say I'm not coming in via train or plane no fee is attached to the quoted price. Doing it that way the rate is $30 less.

I am wondering if after arriving at the airport can you walk out, walk back in, and get the car w/o the fee or is it an inevitable charge?
