Yup, I'd chase KrisFlyer for the card and the welcome kit, Coathanger. It took me 2 weeks to get my original blue card in the UK. If you have to call, call the number in Singapore. But like SQ319, I prefer the email route, because it gives me a "paper trail" (so to speak) for following up.
