It looks like they haven't made it easy to file public comment, as I briefly looked at the PDF. I printed this and will read it later to get the exact specs on what must be done for public comment.

I will post the information here if others are interested in making public comment on the issue with the FCC. I encourage everyone to make public comment on this, especially CO fliers -- but even if you aren't, a ruling against CO could make it difficult for other airlines to offer free WiFi in other airports. The security argument is a crock of sh!t, the whole issue is over $$ and if CO wants to provide it free to their customers, they're more than welcome to.

Please post the information to comment to the FCC. This is beyond absurd, and this is clearly about nothing more than $$. Massport ought to be ashamed of themselves, but of course they will not be. Next thing you know breathing at Logan will be a security risk, that is unless you buy the air you breath from Massport.
