There were many factors contributing to that crash, but I believe the main one was the fact that the pilot in command (in this case the captain) descended prematurely without consulting the NOTAMs which would have told him that the ILS and MSAW at GUM were out of service.

I found this crash, the one I referred to happened on the runway, the plane skidded off.
