If they're bona fide NW employees from somewhere, they're not really outsourced.
On some of these points you might be better off w/o a union contract. Then federal reqs would require full pay for all hours worked and overtime would kick in.
I suspect you'll have to yield on the overall salary (which is never an appealing outcome), but most of these other demands really stink.
I burn out flying a desk for 15-16 hours, let alone doing a good part of that on my feet.
