If the cert is not an e-cert, there isn't not much point to use it, when there is a $10/$5 + Airport parking/mailing cost to use the cert.

I booked a ticket last night with a $25 cert. my reservation was expiring at midnight- so in order to use the cert. i had to go to the airport. the TA didn't charge me the $10 fee. I also explained to her that I had to go to the airport in order to use the cert. I'm not sure if she was planning on charging either way.
