I think what Ken is hypothesizing is that they're linking upgrade inventory closer to Y inventory instead of what would logically be J inventory. Hence, I~L instead of I~C. Kinda makes sense if you're more concerned about maximizing your Y sold seats instead of keeping the few upgradeable pax happy about confirming their upgrades.
