It is worse than that S9.
They have already sold a number of those J seats at discount economy prices to people that do not have any status, but they will receive an upgrade anyway. AC makes a regular practice of moving J inventory into the Y cabin so that they can sell more Y seats. This while there are people with status on the I waitlist.
Saturday August 6th from LHR to YYZ is rife with this. hat is why you can see no J seats available but the J cabin is empty.
