I'm pretty sure the answer to #1 is yes.

I know the answer to #1 is yes. Got VDBed and offered $200 for SLC-ATL bump. Asked for more and the GA said that if I got routed through CVG instead of non-stop, it would get me into ATL late enough that I would qualify for the $400 VDB.
