Isn't this similar to the promotion a while back for those who were within shouting distance of Silver or Gold - e.g. very much targetted towards getting that extra flight or two out of you to get you up a tier, rather than a generic "12,000 miles for any old Blue"?. IIRC there was a similar promo for new BAEC members last year too.
