I once saw an investment manager and a lawyer in first class working and taling quite openly on documents for a merger between two public companies. I reported it to my compliance department in the bank I work at (since I knew the companies names as the two were that indiscreet) and they reported it to the equivalent of the SEC, with enough details I am sure they will figure out who the two were. The merger was never announced.
