Good Idea to contact your lawyer, it could get expensive. Contact the DOT and the FAA and tell United you are doing these things. It could help expedite the process.
Don't forget contacting SkyWest also, if they in fact did operate the flight on the date in question.
Because there's a good chance the first response from UA will be something like "That's not United, that's United Express, and it was operated by SkyWest."
