The GA should not have to IDB someone like you state. I have been on a plane when the GA came on board and asked for VDBs. I think this would have been the propper thing to do when the GA saw the teen boys. Start with a "free" ticket and up the bid until 2 people of similar weight or 1 person equal to the sum of their weights takes the VDB. If the bid got to $600 travel credits plus hotel and lodging I can't imagine someone would not take it.
