SCL - I've been there late November, and it is quite nice. Beautiful days, nights can get quite cool.

Rio - I was just there in the "dead of winter" and it varied between not cold but cloudy (and not really beach weather) to clear and beachy weather. I was once there in mid-fall and it was oppressively hot.
