Yes, sort of. HKF is used for already-confirmed F pax who are awaiting a seat assignment. You'll see it used when seats in F are still blocked for gate assignment only (usually only happens when somebody forgets to load the aircraft configuration more than an hour before). Or when F is oversold (eeks). I'm not sure if HKF folks show up on the upgrade list though.
