"The changing of the guard at the Royal Palace is definitely something to see. It takes place Wednesday, Saturday and Sunday at 12:00, except during summer when it occurs daily at 12:00 except for Sundays and public holidays when it occurs at 13:00. The new guards come in on horseback from the street. It's quite a sight to see Swedish guards in full dress riding up the middle of a busy city street. Try and catch the beginning as there are numerous horses and needless to say, quite a mess is made during the ceremony!"

.... it appears to be at the later time also on public holidays.
