Sounds like it all happened close to departure, this is pure speculation on my part but I'd imagine a last minute call was made to upgrade a few WT to CW directly since that will take less time/hassle then finding the right combination of WT to WT+ and then WT+ to CW.
Of course it shouldn't happen like that. While one doesn't expect an op-up it's difficult not to feel a little hard done by in the above situation
