You can ask to be put on the PA waitlist, but I am not sure you are entitled to it. The PA wailist is for 1K's and for people that 1K's sponsor with their SWU's. I don't believe that using a SWU which is not for a 1K entitles you to the PA list. I would still try and call, since a nice agent might be willing to do it.
