Could be, since running the air conditioners to cool the incoming air costs fuel.

Before anyone posts the inevitable correction that outside air is freezing cold at that altitude, remember that air is superheated when compressed by the compressors in the jet engines, and that's where the incoming air originates.

So it is cooled before it enters the cabin, and relaxing the cooling saves money.
