No, but the Ambassador Transit Hotels are pretty inexpensive (maybe USD 50 for the minimum 6 hours, less for a budget room sans private bath). A lot less than your airfare. Just reserve well ahead of time.
SIN is squeaky clean and probably doesn't care for bedraggled passengers crashing outside their expensive retail establishments.
