It's definitely issued after EXPIRATION, not after REQUALIFICATION. It is a little hazy though what would happen in a case like yours. Say you wanted to fly the day after expiration? I guess in that case you could probably call SWA CS and they would probably help you through it since they are normally extremely helpful. ^
