In my experience, it would have been sent out a few days after your old one expires (e.g, around Sept. 5). I'm not sure if this has changed since a lot more stuff is automated lately and you really don't much need the actual CP card anymore. But I assume you could always book a ticket (either an award ticket if you have extra awards handy) or else a full fare paid ticket and then get them converted once you get the new CP. I'm sure they would do that for you. At the very least I would make sure you have YOUR ticket purchased so you can lock in a low rate by booking early.
