I'd call that an expansion--Silvers now have a benefit they didn't previously enjoy. All Elites can now get complimentary upgrades to Business or First Class when purchasing a "Y" fare. Upgrades are available months in advance, and come out of the "A" or "C" inventory.

Why not reward those Elites on the most expensive tickets?
