I can confirm from first hand experience that either you or the TA can access/manage the flight wallet, but not both. I have done it both ways are certainly prefer to be in control.

For the City Pass ex-YOW, all US bound flights are on CRJ's, therefore ATL fits the criteria. Just my observation.
