Delays.
Boston has no slots. The only "real" restrictions at Boston are the gate space airlines have. More flights could mean more delays and runway traffic, but nothing stops airlines from adding more flights.
The only US government slot controlled US airports are LaGuardia and Regan. Some other airports have local slot restrictions, like Long Beach.
