One free coffee per STAY?

We just checked out of the Westin Embassy Row in DC after a fairly disappointing stay. I am usually quite pleased with that property, but I think that it is going downhill. We had turndown service for one out of the three nights that we were there, and they did not even leave chocolates on that one night. The furnishings and carpet could best be described as "tired". One of the drapes was partially unhooked, and no effort was made to fix it. The air conditioning was incredibly loud. There was a coffee stirrer that lay on the hallway floor outside the room for two days. The dirty carpet in the hallway in front of the room was clearly not vacuumed in the three days that we were there. On the second day my wife complained to the front desk that the coffee and cream in the room were not replenished. They said that they would take care of it. On the third day, when we checked out, I told the person at the front desk that despite asking for the coffee, it had never been refilled. She said that the free coffee is only offered "once per stay". I said that I had never experienced this before, and she said that it is a new policy. Is this a new policy at other hotels? Is it actually a policy at this hotel? If so, will the next step be to offer one bar of soap and one small shampoo per stay?
