Those boxcutters were only dangerous in the context of that time. They are no longer dangerous in the same way today. That horse has long left the barn.
The fact that trashcans full of prohibited items are still collected every week is, as catflyer observed, because most of those items are correctly not seen as dangerous by the flying public.
Thought experiment: What do you think might happen today if boxcutters were distributed with each in-flight magazine?
