If you had any idea of what it is you're talking about you'd realize that the right to strike is implied in the right to collectively bargain which is recognized as a fundemental legal right by international jurisprudence.
There are only limited exceptions (police and miliary) when a country may deny these fundemental rights to workers. Public sector workers (by the way, NAV Canada is not a public sector employer!) also enjoy the right to strike notwithstanding various government's attempts at breaking international law by limiting that right.
