HI's in the US are definitely 3-star. Most HI's outside the US are 4-star. However the same may not be true for CP's. I've had some great CP's in the US. The one at SFO and one in Beaverton, OR are just two off the top of my head. And the CP in KUL is quite nice while the CP in The Hague actually used to be an HI. YMMV.

But the best advice for the OP is to ask in the I-C forum as that is where the people who actually stay at CP's reside.
