ICE/BCP personnel, even at the near entry-level, can cause quite a bit of inconvenience and then some. "Border mentality" at its worst can be significantly worse than what he experienced (and a paper trail might not always exist to document any and all incidents/events).
For an example of "border mentality" at work: Most any "apparent" "illegal immigrant" coming across the US-Mexico border into the US that is of Arab or South Asian origin routinely triggers an FBI+ response soon after detention. A person who doesn't fit certain racist profiling characteristics gets more routine treatment -- no joy either. However, hundreds of Mexicans and Central Americans (amongst others) that were confused by ICE/BCP for "A-rabs" ("invading from the South") have gotten an FBI+ "grilling"; some have even shared a good laugh at the expense of some ICE/BCP employees who thought Spanish and Arabic were not readily distinguishable languages.
