I was on the ATT "Light" plan for 5.95 when I was using a third party T1 - customer service had put me on the plan - I browsed site and did not see the offer as you indicated, and they may be discouraging new cust's with the recent merger, etc. Prob worth a call to them explaining your need to mostly access worldnet service through internet with occasional dial up usage.
