The ROP Citibank card is only available to those with a Thailand address. Would a card affiliated with one of the Star Alliance airlines (e.g. United) be my next best alternative?
I very much doubt you can earn ROP miles with a United-branded credit card... it's generally very difficult to earn credit card miles if you don't have a billing address in the program's home country.
