No, no, and no (or at least a poor view, from a few lounges -- the good view is at the QP in T4). The first lounge is the J lounge, the others are F or above. An alternative to using the TBIT lounges is to visit the bar/restaurant called Encounter in the spider building at the center of the airport (the former control tower). Very nice, sort of "Jetsons meet LA Valley Girl as seen by Stanley Kubrick" decor (you'll know when you see it, but expect lava lamps), great view and maybe the best food within 5 miles of LAX; but not free though reasonably cheap. About 10 minute walk from TBIT (obviously outside of security, so you need to allow over an hour to get airside).

If flying in F you are invited to use the QF F lounge in TBIT unless it has reached capacity in which case you will be denied admission (this has happened at times). You can inquire about what else they are willing/able to offer you (there are others but it all depends; however don't get excited, none are good and better to go with T4 or Encounter).
