I stayed in Katerina a few times, you can get a half-decent double for under $200 and it is very non-flash and non-criminal, at least on the surface. It is run by some sort of Swedish joint venture, and many visitors are Scandinavian NGO workers and other similar harmless creatures.

Breakfast is OK and it is usually included. It is close enough to walk to from Paveletskaya tube.
