From a simple logistics of it, I would be suprised if partner airlines "saw" seating (or any other) preferences. Access accross (proprietary / closed) systems, standards, data formats etc etc. So, my guess is that answer is no.
Now, what I would imagine they would do is forward the seating preferences at the time of booking (similar to what Expedia would do for example) and if everything goes ok, you get the seat you want. If not - oh, well...
