Strange, but this is KLM/AF.
It is definitely strange if the following information on Base fares from another part of the website is correct:

- Catering: basic
- Drinks: non-alcoholic
- Newspaper: no
- Baggage: 20 kg / 1 piece hand baggage
On the ground
- Check-in: KLM desk or self-service check-in
- Lounges: by purchasing KLM Plus card
- FB Miles: regular Miles (---- NOTE ---- NOTE ----)
- Seat reservation: no, seat preference upon making a reservation possible
Conditions
- Advance booking period: required
- Min. stay: required
- Changes: not possible
- Cancellation: not possible
- Combinations: with other Base fares (--- huh? --- not with Offers?!?)

If that holds, the only way to get N or V tickets is by clicking on Offers. It doesn't make sense that the 25% notice turns up when you have selected Economy or Economy Base.
