Having flown out of EWR many times I can tell you. There is NO SMOKING anywhere inside the terminal. The closest place I have found is on the outside lounge just to the right before the security checkpoint.

I usually check in or put my bags in a locker at the CO PC. Then just take my ticket and smokes out through security.
