What room category did you book? Unless they have changed their past policy, the IC-HK requires that you book at least a superior harbor view room to get a junior suite as a RA. Unless they're overbooked or you get lucky, the hotel won't upgrade you to a suite if you just book the lowest category (superior plaza view room). This policy is contrary to the IC-Ambassador program.
