Surely, $11/barrel above $50 (22% increase) doesn't justify a $23/passenger increase (121% increase), does it?

International fares require a bi-lateral agreement. They cannot be changed at will. Surcharges do not require bi-lateral agreement.
So every time there's a "sale", there's some kind of bi-lateral agreement?
