AFAIK, Hertz and Avis include power winnders on all their models. Used to be that you've have to turn the crank to raise or lower them but then technology caught up.....

I think the business model for Enterprise is NOT to compete with the airport rental folks. They operate by the KISS method and their claim to fame is "We'll Pick You Up" rather than throwing miles at you and/or developing a loyalty program.
I read somewhere that Enterprise is now the largest US car rental company. They specialize in loaner cars at auto dealers but I know are trying to grab more local business.
